I know nothing about Ipaq's and not that much about pda's. so please bear with me.
I just got what is supposed to be a new, never used ipaq 3955. But its missing the cdrom, manual, and all it came with is the one connector. This connector has a standard wall plug on one end, the other end has a connector that is about as wide as my thumb and connects at the bottom of the ipaq. I imagine this is for charging the unit. The connector comes off and then what is left is a round connector, i dont even know where that goes as i cant seem to find a hole that size anywhere on the ipaq.

I do need a cradle or anything that will do the same job as a cradle.

Or does someone here have a cradle they want to sell? I dont care if its more or less money, long as its within reason.
Is there anything else i need for this unit to have it working properly?

Can anyone tell me about that cord i do have? Is it for charging? And what about when you take that wide connector off and you are left with a round connector, where does that connect?

For software to sync to connect to desktop, you'll need Activesync for XP or below or WMDC for Vista, both are available free from MS.

The cable you have is for charging only, it works with several iPAQ models. Older model cannot charge through sync port, it has separate power port which the round connector fits. People who replace old model just need to buy only wide adapter part.

So, you will need a cradle or sync cable (same as what you have just USB instead of AC power plug).

Where can i get pc 2003 or 2003 software that i will need for this?
I believe i read something somewhere about outlook having to be installed as well. Do you know anything about this? Is this the outlook from msoft office 2007?
Or did i read wrong?

Outlook is not a requirement. You do not need to install Outlook. If you want to sync your PIM data (ie. mail, calender, contacts,...) with the desktop then you will need Outlook (and yes the one from Office, older version will work as well) .
You can explore your iPAQ, copy/sync files, and install programs with Activesync or WMDC by itself.

Actually if you don't need to connect your iPAQ to the desktop, you don't even need those 2 sync programs. All the programs you have does not require desktop connection and you can download and install many programs directly on the iPAQ.
