windows mobile and webcam

i want know if it posible to connect windows mobile device with wireless webcam and capture the video from webcam on device??

In general the answer is no. If the camera does not have driver for WM OS or specifically says that it will work with WM device then it is not possible. But what make and model of camera and which WM device are you investigating? In theory it may be possible depending on how and what protocol the camera is broadcasting. If it is broadcasting through standard streaming protocol, I think it may be possible to watch the streaming video on some WM device, but the capturing part is probably still no.
