error 0x1212

hi
i have purchased a new palm Vx pda
i have installed one browser wapaka on to it.
i am trying to connect internet to it.
an error is coming ox1212 connection timed out
what is the problem
i am using windows RAS service i have configured my pc
I am connecting my pda to serial port which is directly connected to internet.
