I am seeking an advice.
+ for the ipaq: many softs, many accesories, should speed up when better compatibilty between graphic and processor fix will be released.
+ for the toshiba: very thin, 140g only

I had a look at the Toshiba and yes, it is slimmer than the iPAQ but it has known issues. It powers up without warning and without user input which causes the battery to drian much faster. Not sure why this happens. Read the reviews on the tosh forum.

iPAq 3950 is a great toy (speaking from my own experience). I've had it for just over a month now and its given me no problems at all.

If you're looking for expansion options, the iPaq is great, but all the accs. add bulk & weight. What about the Fujitsu's Loox? CF & SD cards, USB, etc. Xscale too.

Between the iPaq & Tosh, I'd go for the iPaq (coz I have a couple & my cash is tied up with them)
