connectivity when abroad

I have no problems connecting (e-mail and internet) with my Jornada at home, here in France. But the dial-up number (I use Tiscali) only works in France. The Tiscali help line can't help me. I don't know if it's possible to have a free ISP (like Tiscali) that I can use abroad. Any ideas out there?

Considered 802.11 wifi? In major cities in the US it isn't impossible to find free wireless access in coffee shops, hotels, and the like. It would not be helpful in rural areas.
